TaskLauncher does not launch task that is not in local maven repo #25

When using TaskLauncher, if the user has specified an artifact that is not in the local maven repository the aether does not pull it from a parent repository.

Issue is in the wrong organization should be in stream starters. Moved to: https://github.com/spring-cloud-stream-app-starters/app-starters-release/issues/62
