Add Spring Academy in-Cloud (Educates workshop) version of this guide

This contains a copy of the Spring Academy version of this Guide, copied from here: https://github.com/vmware-tanzu-learning/spring-guides

The goal is to maintain the content in one place rather than two.

Summary of changes:

• Add Github Actions that deploy to Spring Academy staging and prod environments.
• Add content (instructions) and metadata for the instructions and Educates workshop.
  • The instructions are ALMOST the same as those in the README.adoc file, plus changes in the other PR related to this one.
