Upgrade to github-release-resource 1.7.2 #83

Check is failing at the moment:

stderr:
error running command: illegal base64 data at input byte 2


We've seen this before in Spring Boot's pipeline. Upgrading to 1.5.5 was sufficient to fix it there but it'd be nice to be more current than that if we can.
