Streamline PR comments #109

PR's are commented currently too often. There are two cases in which it happens:

  1. If a user has already signed the CLA the PR is still commented with Thank you for signing the Contributor License Agreement! (see https://github.com/spring-projects/spring-security/pull/3938)
  2. If a user has signed the CLA while the PR was in progress, the Thank you for signing the Contributor License Agreement! comment should be added only once (see https://github.com/spring-projects/spring-security/pull/3900)

Also check that the "Please sign ..." comment happens only once.
