Treat PRs from Dependabot as obvious fixes #174

Dependabot (owned by GitHub) is a tool to update dependencies for multiple languages. Since it only bumps the version number for resources, these changes should be treated as obvious fixes.

Currently, PRs from Dependeabot are failed because the CLA has not been signed.
