Fix Pulsar reactive smoke tests

This commit hopes to fix the flaky Pulsar reactive tests by doing the following:

• Increase logging and make it consistent across the Pulsar tests
• Delay the publishing of messages by 3s to ensure the consumer has a chance to subscribe before the messages are sent

Also the Pulsar image is updated to the same version that Spring Boot 3.3.x recommends (3.2.1)
