This PR updates the Javadoc @since tags for the OtlpMetricsProperties and the OtlpTracingProperties as it seems to have been missed in fdcc8d9d1f632f00dd71093d604c374b6d0a38d3 and b997c0c53a64513ff2efcbb044131b248e64eacc.
