Enable Locator-based applications to configure the optional use of Apache Geode's Cluster Configuration Service #622

By enabling Locators the option on configuring (enabling; disabled by default) the use of Apache Geode's Cluster Configuration Service, this makes Locator-based SDG applications consistent with peer Cache applications.
