GH-214: Update jCIFS library to the latest 2.1.8 release #214

codelibs/jcifs released a new version of the jCIFS library a week ago with many bug fixes. Recommend that we upgrade our builds to include the new 2.1.8 version of the jCIFS dependent library before we release our new 1.2.0.RELEASE build.
