require uniqueness of emails in REGISTER
add a RESETPASSWORD emailAddr, remove CHANGEACCOUNTPASS
allow bots, but not other users, to set non-unique emails via CHANGEEMAIL, remove CHANGEACCOUNTEMAIL
add CREATEBOTACCOUNT botUserName fromUserName (which copies pw/email etc from fromUser, requires mod but is no more effort than current setbotmode)
