better: allow users to self delete their accounts

short delay against smurfing seems sensible, i think up to 1 month is permitted by gdpr

self-deletion probably isn't best until after https://github.com/spring/uberserver/issues/219, but an admin command can do it

will fix the ticket so its automated, until then just use a manual sql command
