record files from rapid in upq db

i.e. do as much as can be done with the data from versions.gz

this code has been tested as a standalone job (and it works) i don't know how to test it in the presence of all the data from SF that would be present in the live db

some errors are reported:

• there are occasionally names that appear more than once in versions.gz with different sdps (e.g. Evolution RTS - v7.95, Spring Tanks SDD)
• there are occasionally empty names in versions.gz

it filters out both of these cases, which i think must be errors/inconsistencies on rapid
