Once we've sketched out preferred options for Elements IA, review with @sturobson to assess technical feasibility. Leads on from #64

We need to make sure that any solution we adopt balances:

[x] Options have been reviewed and discussed and we have 1-2 preferred options to validate with users / stakeholders

Reviewed on 12/4/22 with @sturobson and @foxintherain - have decided to move forward with Option A for user validation
