What

Validate usability of changes to Elements IA. Follows on from #64, #65 and #67

Why

We need to make sure any IA solution we adopt makes sense for our users. We'll need to balance:

-usability and comprehension

maintainability

Done when

[x] We've identified a group of users / stakeholders to consult
[x] We've agreed a method of validation / consultation
[x] Users / stakeholders have reviewed new IA
[x] We are happy to proceed with changes
