Custom caching strategy cannot be set up #132

Current wiki informations recommend to extend existing wroManagerFactory. All 
existing factories inherit from BaseWroManagerFactory. The problem is that 
method BaseWroManagerFactory.newCacheStrategy() is private.

I use version 1.2.8.

This issue is a duplicate of ISSUE-124 and it was fixed for in 1.3.0 branch. It 
is already available in the first release candidate (1.3.0-rc1) which was 
already released. A final 1.3.0 version will be released soon.

Yes, 1.3.0-rc1 works fine.
