SemicolonAppenderPreProcessor should append semicolon only if needed #159

What steps will reproduce the problem?
1. Currently SemicolonAppenderPreProcessor just blindly appends semicolon at 
the end of each resource.

What is the expected output? What do you see instead?
If the last character of js file is a semicolon, than no append is needed.
