Create NoProcessors ManagerFactory #81

This is a bug & request for feature in the same time:
1) when using ConfigurableWroManagerFactory without any processors set, the 
response is blank.
2) Create an implementation of WroManagerFactory which doesn't apply any 
processors, only merges.
