Add Conductive Equipment

As a user, I want to be able to easily select the appropriate equipment from a list when creating conductive equipment in order to create it in accordance with the standard.

ACs:

• When creating (Add button in Conductive Equipment column) Conductive Equipment, I get a selection of Conductive Equipment in a dropdown
• I cannot enter my own conductive equipment (own texts)
• List in Hints

Hints:

• Name and description can be added later in the sidebar

For the ticket i have two solutions:

1. Little Popup after click on new type. Then there is a dropwdown where you can directly set up the type of the CE. After that a name must be still specified just like for the other types.

2. Same behavior like for the other types. First a name must be choosen, than a type can be selected in the side bar.

I linke it, maybe "Choose type of conductive equipment" and the popup similar to existing ones in OpenSCD

If it is in a pop up like the existing ones, then i would prefer to specify also name and description in the pop up to be consistent. But then the sidebar would be obsolete.
