Buildfile changes alone don't trigger a rebuild #5

A change to the buildfile alone isn't triggering a rebuild.

Test case: add :html5_manifest => true to a buildfile, or change its value, run sc-build An new version should be generated with an app.manifest and changed index.html. Currently doesn't happen.

We are working on a new set of build tools that will correct this problem among many others.
