Seems like leaving it private was a simple oversight.

Looks like the build error was error: packagetime v0.3.24cannot be built because it requires rustc 1.67.0 or newer, while the currently active rustc version is 1.66.0. This PR shouldn't have an impact on if the build succeeds or not, so it seems like there is a versioning issue (either with time crate or rustc).
