Upgrade Server to Ubuntu 24.04 #83

I got from 14.04 to 18.04 last summer, but ran into issues, specifically with sql and phpmyadmin when trying to finish upgrading to 20. I probably should keep this up to date.

This failed catastrophically the first time I tried, so marking it as blocked for now. The issue was with MySQL. I'm sure the upgrade is doable I just don't have the linux ninja skills to debug everything (nor do I want to spend the time doing it). 18.04 isn't a bad place to be for now, so will hang out here for the time being.
