update elk to 7.15.0 and phusion to focal #356

Hi there,

I made two changes to the Dockerfile:

update phusion base image to ubuntu 20 focal
update elk version to 7.15.0

I've tested that in my local environment and it looked good for me.

Thanks for the PR, made a few adjustments to accommodate intermediate versions. Still working on the build workflow as Docker Hub no longer offers autobuild in the free tier. Should be sorted out shortly.

Update: done. Build is queued, the image for 7.15.0 should be built and published within the next few minutes.
