Add TRB poster and references to documentation site #69

Created a section on the documentation site for academic papers and other content. Added a new page for the Transportation Research Board (TRB) Annual Meeting 2024 where a paper on Spur will be presented as part of a poster session. Added the full poster as well as corresponding references.
