As a user I want to stop adding new devices to the ESH inbox but still continue Bluetooth discovery/listening to BT devices #53

For some user that live by very busy roads it is not enough to just remove stale devices from the ESH inbox, there should be a mechanism/setting to stop adding discovered devices into the ESH inbox to prevent general slowness of the system.
