PR: Increase minimal Spyder version in setup.py #298

This was missing from #293.
I also missed it in my review, sorry.
I'll fix this in our conda-forge packages fo now, but it requires a new release to fix it in PyPI.

I also found this error but you made the PR faster. I'll double check if there's anything additional and then I'll make another release for spyder-terminal.
