'Maintain focus on Editor' option doesn't work when Editor pane is undocked #13264

Description

What steps will reproduce the problem?

When the Editor pane is undocked and one 'runs a cell', the focus is changed to the console, and I think this shouldn't happen when the option 'Maintain focus in the Editor after running cells or selectoions' is enabled in the Run Code section of the Editor Preferences.

This option works as intended if the Editor is docked.

The same problem appears in Ubuntu 20 as well.
