Should the expand pane button remain in the main toolbar? #36

While taliking about issue #28, @juanis2112 proposed that icon to expand panes:

should be moved out of the main toolbar.

Since we couldn't agree where to put it in a short discussion, we decided to leave the final decision for Spyder 6.
