Importing tag.css multiple times in all themes except for SYSTEM #60

I've noticed that ../tweaks/tag.css is loaded twice? Is there a purpose for this? Thunderbird seems to load faster when I comment out one of the dupes, but I'm not sure if you're trying to render objects in a particular order.
