Allow cross-doc link with in-doc dest anchor #14

Since fixing #13, it's no longer possible to auto-link a different document if there's a destination anchor in the current document. This is a problem for some uses, such as UniversalDependencies/docs#109.

There should be a mechanism to override the preference for in-document destination anchors.
