During the raffle (also for Nachrückers), we should make sure that as many people as possible get at least one seat in a course. For example:
Person A signed up for course 1 and 2 Person B signed up just for course 1
Currently, it is possible that person A gets a seat in course 1 and 2 and person B does not get a seat at all.
