Question: list of phone numbers?

Where is the list of phone numbers used in 1920.in? Or are they just random numbers?

i think it's generating random numbers as the description says "Simple app for 'drawing' a random phone number".. // but side note: i have saved a lot of these numbers to text in WhatsApp and until now, pretty much every number was an actual phone number.
