Switch to github actions #18

This PR switch the built system from travis to github actions.

Some batteries includes:

use dockertest to start up mongo for unit tests
fix tests
adds github dependatbot
adds golangcli-lint
fixes lint errors
adds goreleaser

Regarding goreleaser:

You now just need to push a new tag and it will build / publish a new github release for you.
