Added RSO to dependency list, so that game calls RSO first during
on_chunk_generated
, and we can post-process whatever oil RSO puts in the water.
Added migration to regenerate oil if it finds crude-oil accidentally left in the water. Seems to work okay but might cause problems in some cases.
