Option to remove deepsea oil patches #109

Can you give us the option to landfill oil patches in the water?

We want to landfill a small sea but there is an oil patch which is in the way, but it can't be removed/landfilled

I just tested it myself and when I place landfill on top of deep_oil, the deep_oil disappears. What mod combination are you using? Something could be changing the collision masks to break this behavior.

It needed an extra flag so it would work when Space Exploration etc was installed. Fixed in release 0.1.22 (https://github.com/squidy5/cargo_ships/commit/85274345c1df78519df90d668b3c7939d66f278d)
