Adapt simulation driver to the base controller #162

@tpatten please test, this should solve you problem commanding positions with rqt to the base @philkark also solves the problem with the joint_states of the base joints, at least if you use rqt, please test

Yes! Simulation works as it should. Moves to a position and stops when the base is given values from rqt.
