Install libdlib-dev library using the setup.sh script

setup.sh should also install the dlib debian package https://packages.debian.org/sid/amd64/libdlib-dev/download and the squirrel_perception/dlib folder can be removed

@ipa-nhg I think we solved this with the attention_tracker repo, didn't we? So I guess we can close this issue.

dlib is not used anywhere in squirrel_perception anymore. Therefore I close this as it is not relevant any more.
