(KCL) Initial push of planning code and BRIDE models #1

This pull request includes the existing planning system, and models for both the planning system and the knowledge base.

The code compiles on my machine (Ubuntu 12.04 with a fresh install of ros-hydro and diagnostic-msgs.) It requires the "planning_dispatch_msgs" and "planning_knowledge_msgs" packages from common.

The models are incomplete, in that there must be additional publishers and subscribers corresponding to the outputs and inputs of other nodes within SQUIRREL. These will be fixed at, or after the telecom.

Well spotted. In fact there are three more and one binary file lurking in VALFiles. I have removed them all now, for future.
