Add DVC (Data Science Version Ctrl) to the list. #119

DVC has a good traction - 1300 github starts, strong contributors and users community. Versioning of data sets and models is a real pain and DVC provides a good start for that.

Hi Ivan, thanks for the PR! I was not aware of this project and it looks really promising. Though I think we should not merge into this repo since it's focused specifically on Machine Learning on source code and this framework is general for any Machine Learning activity. I think it would be a very valuable addition to the awesome Machine Learning repo though!
