balena supervisor mock #134

The nebra firmware relies to some extent on the balena supervisor API for some things (reboot etc). This functionality would be nice to have.

One problem could be that this may need to run outside of docker? It would be unlikely if a docker container could reboot the device?

This only affects DIY things not running in balena.
