Specification Region Parameters #183

Add the ability to generically specify parameters for a specification region, which can be used to configure how the region (and its contents) behaves. Thought should be given as to the language of parameters (strings? json?), as well as how duplicate values for parameters will be enforced/reported.

Closing, since this is no longer needed for #182. Re-open if a different use case comes up.
