[BUG] CI Action, Release Pleace, Hitting Issues Generating Releases -- Needs Replaced #43

I hate Google's Open-Source-oriented products and Release Please has caused me endless issues since I took over maintenance here. We should look to tear it out and replace it with either well defined manual processes (ie cutting a release and generating change logs manually as I just did for v1.3.8), or find a better alternative.
