hydro tag is masking hydro branch #2

This causes jenkins to trigger every cycle. https://issues.jenkins-ci.org/browse/JENKINS-23299

Tags should be only made for things not expected to change. For moving targets a standard named branch is more appropriate.

Please remove the tag otherwise we cannot keep the devel job in the index. There's already ~ 30 of these jobs in the queue at http://jenkins.ros.org/job/devel-hydro-segwayrmp/ which I will cancel to save our build executors.
