Update service note template and the endpoint. #50

Now, service note is only "Службова записка".

New endpoint should accept the type of note and template should accept this type. 3 possible types: СЛУЖБОВА ЗАПИСКА, ПОДАННЯ, ЗВЕРНЕННЯ.
