Eloquent branch #2

Hi!

I'm migrating pedsim_ros (https://github.com/srl-freiburg/pedsim_ros/pull/62) and spencer_tracking_rviz_plugin to ROS2 and I would be happy to contribute with you. Could you open an eloquent branch in this repo and in spencer_messages , please?

Hi, done! Before branching, I also incorporated some minor changes from the upstream SPENCER people tracking repository to keep things in sync. You should be able to merge them easily.
