KJW pass through emoji proposal #1

Hello Steven,

Here is my pass through the proposal -- of course please feel free to adapt as you see fit. I had the throught that we should allow the image-hash combining characters to follow any base character. This would let our scheme degrade gracefully, since the sender can choose a nice fallback character as the base character, and that's what's going to get rendered on any implementation that doesn't know about our scheme (or even an implementation that knows about our scheme but can't retrieve the image for some reason).

@keithw that makes sense - I might add something about alternatives considered and mention the <U+FFF8> idea. I'll add some new issues… PS you are a collaborator now- thanks!
