Plain text storage and dataset deploys #3

The "storing as .zip archives" pattern is helpful for downloading, but is a pain for editing and maintenance.

It would be cool if we could do something like this:

  1. Store data in a plain/editable format
  2. GitHub Action: If a file is edited, deploy a gzip/archive copy with the latest version
