Highlight favorite cities with PM2.5 over 50 in HomePage. #15

So here is my solution to highlight the favorite cities with a PM2.5 average over 50 (issue #7) I don't know if t50 is valid value, I can change it. I had to add some config files in order to init the DEV environment, I hope these helps to other maintainers too.
