Migrate from Gazebo9 / ROS Melodic to Gazebo11 / ROS Noetic #102

This PR migrates the Gazebo9 / ROS Melodic version to Gazebo11 / ROS Noetic

Fix earlier migration which included FFT waves development work. This gazebo11 branch contains the same functionality as the gazebo9 branch ported to ROS Noetic and Ubuntu 20.04 (Focal).

The previous version containing the FFT waves has been renamed to feature/gazebo11-fft-waves.
