Wave Body: add checks when reading the hdf5 file #74

This PR adds checks when reading the hydro data hdf5 file. It fixes uncaught exceptions that occur if some elements of the file are not populated.
Other changes - add comments to clarify terminology adopted from WEC-Sim - where scaled means quantities are converted to non-dimensional form.
