This PR replaces travis-CI with GitHub actions. There are workflows for macOS Monterey and Ubuntu Jammy (22.04).

Add GitHub workflows for macOS and Ubuntu.
Add caching for the macOS Gazebo Garden brew install.
Add scripts to install dependencies, build and test on macOS.
Update README with status badges.
Fix unit tests:
- CGAL_TEST
- EigenFFTW_TEST
- WaveSimulationFFT2_TEST
- WaveSimulation_TEST
